The University Library is intended to support the academic programs of the Pamantasan and to provide materials for research activities. Its basic function is to acquire, collect, disseminate and preserve library materials accessible to students, faculty members, employees and to other library patrons.

The University Library is named in memory of the third chairman of the PLM Board of Regents, Hon. Celso Al Carunungan, whose English-equivalent surname connotes knowledge.

Currently, it has more than 52,000 books in its collections. It is beefed up by about 3,400 bound periodicals. Both are distributed among the various sections, namely, circulation, reference, Filipiniana, and the unit libraries of Graduate, Law, Noweigian Medical, PLM-UM and Health Sciences.
