Atty. Garayblas earned his Bachelor of Arts degree, major in English Literature and minor in Sociology, in 1962 for his pre-law program. He proceeded with his Bachelor of Laws at the University of the Philippines in Diliman which he finished in 1966. He passed the Bar in 1967 and became a lifetime member of the Integrated Bar of the Philippines. He also pursued his Master’s of Law at the UST Graduate School and has 30 units to his credit.
As Acting President, he concurrently served as secretary to the mayor of the city government of Manila since July 2007, a post which he served in 1992 to 1998 as city secretary. He previously served as chief of staff of then-Senator Alfredo Lim (2004-2007) and as the latter’s undersecretary for peace and order (2000-2001).
While taking up law, he taught briefly in his elementary and high school alma mater, St. Pascual Institution (1963-1965) in Obando, Bulacan. After passing the Bar, he practiced law in various capacities. He started off as assistant attorney in Paredes Gaw and Associates (1967-1968); legal researcher in the Court of First Instance of Manila (1968-1969); senior parole officer, Board of Pardons and Parole (1970-1972), and state counsel, Legal Department, Ministry of Justice (1972-1979), while concurrently serving as legal assistant to the Deputy Minister of Justice (1975-1979); practicing lawyer, Garayblas Law Office (1979-1988); senior partner, Solis Perez Garayblas and Pojas Law Offices (1988); assistant general Manager, Comer Asia Philippines, Inc. (1988-1990); personnel manager and legal counsel, Rizal International Footwear (1988-1990); technical consultant, Office of the President, Malacañang Palace (1990-1992); Director II, National Bureau of Investigation (1990-1992) while concurrently director, NBI Treatment and Rehabilitation Center (April 1991-1992); city secretary, Manila city government, 1992-1998; acting director, Ospital ng Maynila Medical Center (1997-1998); president and personnel manager, Mavi Footwear Corporation (1998); consultant, the Manila Jockey Club and Land Registration Authority (1998-2000); and trustee, Local Government Academy (2000- 2001). Recently, he is the founding partner of the Garayblas Garayblas Dela Cruz and Fabros Law Offices.
His academic stints include teaching at the College of Business Administration, University of the East (1987-1989); acting President, City College of Manila (1997-1998); regent, Pamantasan ng Lungsod ng Maynila (1997-2000); professor in the UE College of Law (1999-2007); professorial lecturer, College of Commerce, University of Sto. Tomas (1992-present); professorial lecturer, College of Law, Philippine Christian University (2001-present); professorial lecturer, UST Faculty of Civil Law (2003-present); and presently a professorial lecturer at the colleges of Law at the University of Manila and PLM.
Atty. Garayblas has traveled extensively to attend seminars and conferences, including Canada, Australia, Japan and Italy. He is a recipient of the United Nations Fellow on Human Rights scholarship in Japan (1976), and of a Civil Service merit award while he was with the Ministry of Justice (1978). He also volunteers with the Focolare Movement in Tagaytay City.
